Joseph D. Rich was chief of the voting section in the Justice Department's civil right division from 1999 to 2005. Today he penned an Op-Ed in The Los Angeles Times, and he didnt' mince words:

Over the last six years, this Justice Department has ignored the advice of its staff and skewed aspects of law enforcement in ways that clearly were intended to influence the outcome of elections.
It has notably shirked its legal responsibility to protect voting rights. From 2001 to 2006, no voting discrimination cases were brought on behalf of African American or Native American voters. U.S. attorneys were told instead to give priority to voter fraud cases, which, when coupled with the strong support for voter ID laws, indicated an intent to depress voter turnout in minority and poor communities.


And Rich gives a specific example of the type of U.S. attorney this administration prefers -- a "loyal Bushie" to be sure:

Lift sanctions on Zim: Sadc
From Innocent Gore in DAR ES SALAAM, Tanzania

SADC yesterday stood firmly behind the Government and called for the lifting of sanctions imposed on the country by the West. In a communiqué released at the end of a one-day extraordinary summit attended by 10 heads of state and government here, Sadc also appealed to the British government to honour its obligations and release funds to compensate former commercial farmers whose land was acquired for resettlement.

The summit "noted and appreciated the briefing by President Robert Mugabe on the current political developments in Zimbabwe".

"The Extraordinary Summit recalled that free, fair and democratic presidential elections were held in 2002 in Zimbabwe. The Extraordinary Summit reaffirmed its solidarity with the Government and people of Zimbabwe.

"The Extraordinary Summit reiterated the appeal to Britain to honour its compensation obligations with regard to land reform made at Lancaster House.

"The Extraordinary Summit appealed for the lifting of all forms of sanctions against Zimbabwe," read the communiqué.

The Sadc heads mandated Sadc executive secretary Mr Tomaz Salamao to undertake a study on the economic situation in Zimbabwe and propose measures on how the regional bloc can assist the country to recover economically. This is the first time that Sadc has collectively called for the lifting of sanctions on Zimbabwe and come up with a proposal on how the effects of those sanctions on the country can be countered.

The sanctions against Zimbabwe by Britain and her allies follow a bilateral dispute between Harare and London after the country embarked on land reforms in 2000. The British government of Mrs Margaret Thatcher promised to release funds for land reforms at the Lancaster House constitutional conference that culminated in Zimbabwe’s independence in 1980 after a protracted armed struggle.

However, the Labour government of Mr Tony Blair has refused to honour that obligation and has instead mobilised its allies — the United States and some countries in the European Union — to impose sanctions on Zimbabwe.

Sadc has previously made it clear that the problems in Zimbabwe are a result of a bilateral dispute with Britain, mainly arising from the land reform programme, but had not pronounced itself explicitly on the need to have the sanctions lifted.

The Government has said it will not compensate the former commercial farmers for the land because it does not have the money to do so, but that it will pay for the improvements on the land such as dams and other infrastructure.

On the political situation in the country, the summit mandated President Thabo Mbeki of South Africa to continue to facilitate dialogue between the MDC and the Government and report back to the troika on Defence, Politics and Security on progress. "The Extraordinary Summit also encouraged enhanced diplomatic contacts which will assist the resolution of the situation in Zimbabwe," read the communique.

The summit was held in the wake of a protracted media onslaught on Zimbabwe by the West, with the international media, particularly the BBC and CNN, speculating that President Mugabe had been "summoned" by Sadc leaders to be "dressed down" or "shown the exit". But sources who attended the meeting’s closed-door session said President Mugabe briefed the leaders on the political situation in the country and the MDC terror campaign that has seen the opposition party petrol-bombing police stations in Harare, Chitungwiza, Gweru and Mutare.

Suspected MDC supporters also petrol-bombed a Bulawayo-bound passenger train and a supermarket in Warren Park. Speaking to reporters on arrival at Harare International Airport, the President said the summit had also urged the MDC to desist from violence and to recognise him and his Government as he was legitimately re-elected by the people of Zimbabwe in 2002.

He said President Mbeki would talk to the opposition and see whether there is need for dialogue with them, but warned them against engaging in violence. The summit also got briefings on the political situation in the Democratic Republic of the Congo and Lesotho by the leaders of those countries, President Joseph Kabila and Prime Minister Pakalitha Mosisili respectively.

The leaders resolved to render unconditional support to Mr Kabila’s government in its quest to restore law and order, maintaining peace and stability and spearheading national reconstruction. It reaffirmed the sovereign right of the DRC to have a single national army and urged former Vice President Jean Pierre Bemba to integrate his remaining armed elements into the national army or to be demobilised. They also appealed to other armed groups in the DRC to do the same. The summit reiterated that the rule of law in the DRC must be observed and respected by all parties in conformity with accepted international conventions. It expressed concern on the loss of lives and urged all parties to respect the sanctity of human life and the principles of human rights.

The summit also expressed support to the ongoing efforts for the economic reconstruction of the DRC.

On Lesotho, the summit agreed to send a Sadc delegation at ministerial level to assess the situation as requested by the opposition political parties who want the regional bloc to help in dealing with post-election tensions.

The other leaders who attended the summit were host President Jakaya Kikwete, President Bingu wa Mutharika of Malawi, President Armando Guebuza of Mozambique, President Hifikepunye Pohamba of Namibia, Prime Minister Themba Dlamini of Swaziland and President Levy Mwanawasa of Zambia. Botswana was represented by its Vice President, Mr Ian Khama, while Angola was represented by its Minister of External Affairs, Mr Joao Bernardo Miranda. Madagascar and Mauritius were represented by their ambassadors.

President Mugabe returned home last night and was met at Harare International Airport by Vice President Joice Mujuru, the Minister of State Security, Land Reform and Resettlement, Cde Didymus Mutasa, the Minister of Information and Publicity, Dr Sikhanyiso Ndlovu, service chiefs and senior Government officials.

Also, the pet food that has been hurting and killing the dogs and cats here, the grain it's made from comes from China and it contains melomine. China uses it for fertalizer. But it is like poison to animals. And it may go further than that if humans are using that grain for anything.

Publicly, the White House continues to claim that President Bush supports Attorney General Alberto Gonzales. Today, Press Secretary Dana Perino said the President “has confidence in” Gonzales and “believes the attorney general can overcome the challenges that are before him.”

Privately though, reports indicate that the White House is frustrated with Gonzales. On March 14, Bush told the nation, “Al was right, mistakes were made, and he’s going to go up to Capitol Hill to correct them.” But 16 days later, Gonzales has still not been to Congress to talk to lawmakers. His next scheduled appearance is on April 17, when he tesitifies to the Senate Judiciary Committee. Yesterday, ABC News reported:

The White House is getting increasingly impatient with Attorney General Alberto Gonzales.

Officials are frustrated that Gonzales is taking so long to get up to Capitol Hill to attempt damage control on last year’s controversial firing of eight U.S. attorneys.

Additionally, at a meeting with House Republicans yesterday, Bush refused to expess confidence in his Attorney General:

Asked about Gonzales during a closed-door meeting with House Republicans on Thursday, Bush did not defend his longtime friend, according to one official who attended the session and demanded anonymity because it was private.

Instead, Bush tepidly repeated his public statement: The attorney general would have to go up to Capitol Hill and fix his problem, according to this official.

After yesteday’s testimony by his former deputy Kyle Sampson — who testified, under oath, that Gonzales’s statements about his involvement in the prosecutor purge were “not accurate” — Gonzales will face a much tougher time “correcting” his mistakes to Congress.

Due to its increasing practice of contracting out to private firms and agencies, the U.S. government is quickly losing its expertise and competence in vital national security and defense programs, according to a Wall St. Journal report.

"Since the 2001 terrorist attacks and wars in Afghanistan and Iraq, the federal government's demand for complex technology has soared," writes by Bernard Wysocki, Jr. for the Journal. "But Washington often doesn't have the expertise to take on new high-tech projects, or the staff to oversee them.

"As a result," he continues, "officials are increasingly turning to contractors, in particular the hundreds of companies in Tysons Corner and the surrounding Fairfax County that operate some of the government's most sensitive and important undertakings."

The number of private federal contractors has now risen to 7.5 million, which is four times bigger than the federal workforce itself, the report indicates. Such a trend is leading the government to what Wysocki calls is the "outsourcing [of] its brain."

WASHINGTON -- Recalled pet foods contained a chemical used to make plastics, but government tests failed to confirm the presence of rat poison, federal officials said Friday.

The Food and Drug Administration said it found melamine in samples of the Menu Foods pet food, as well as in wheat gluten used as an ingredient in the wet-style products. The FDA was working to rule out the possibility that the contaminated wheat gluten could have made it into any human food, but was not aware of any risk to people.

It wasn't immediately clear whether the melamine was the culprit in the deaths of more than a dozen cats and dogs and the illnesses of hundreds more, said Stephen F. Sundlof, director of the FDA's Center for Veterinary Medicine.

In a news conference, FDA officials said that the apparently melamine-contaminated wheat gluten also was shipped to a company that manufactures dry pet food, but they would not name the company.

The FDA is attempting to determine if that company used any of the wheat gluten, imported from China, to make dry pet food, Sundlof said. The head of Menu Foods, the manufacturer of the recalled pet food, said Friday it had dropped the U.S. supplier of the imported ingredient. Paul Henderson also suggested his company would sue the unnamed supplier.

Wheat gluten, a source of vegetable protein, is also used in some human foods, but the FDA emphasized it had found no indication that the contaminated ingredient had been used in food for people.

Bush Repeals Emancipation Proclamation & 15th Amendment

Washington, D.C. - In the latest move by the Republican Party to prevent Black voters from participating in elections, President Bush today announced that he had repealed both the Emancipation Proclamation and the Fifteenth Amendment by signing an executive order that had been authored by his chief political adviser, Karl Rove. The repeal is slated to take effect shortly before the 2008 presidential and congressional elections.

Suicide bombers and militiamen fought back ferociously in the seventh week of the Baghdad security crackdown, killing at least 508 people in the past six days, but the government vowed Friday it would win the race against terrorism and despair.

As the deadly week drew to an end on the Muslim day of rest and prayer, radical cleric Muqtada al-Sadr blamed the United States for the violence and called for a huge anti-American demonstration April 9, the fourth anniversary of the fall of Baghdad.

Marketplaces in Baghdad, Tal Afar and Khalis stood in ruins. Clean up crews shoveled broken glass and debris into wheelbarrows in bloodstained streets. Bomb victims in wooden coffins were hoisted atop cars and vans for the trip south for burial in the Shiite holy city of Najaf.

In a sign of how deeply officials were shaken by the carnage, a top aide to Prime Minister Prime Minister Nouri al-Maliki, Sami al-Askari, pledged that the government would not relent in efforts to curb violence.

"There is a race between the government and the terrorists who are trying to make people reach the level of despair," al-Askari said. "But the government is doing its best to defeat terrorists and it definitely will not be affected by these bombings."

The new U.S. commander in Iraq, Gen. David Petraeus, issued a statement blaming al-Qaida in Iraq for the week's first major suicide attack, a twin truck bombing that killed 80 people and wounded 185 at markets in Tal Afar in the far northwest of the country.

He said al-Qaida's leaders "once again displayed their total disregard for human life, carrying out barbaric actions against innocent Iraqi citizens in an effort to re-ignite sectarian violence and to undermine recent Iraqi and coalition successes in improving security in Baghdad."

CHARLESTON, W.Va. -- West Virginia may have won the National Invitation Tournament, but the Mountaineers' commemorative T-shirts are less than championship material.
They contain a misspelling.

The "West Virgina" printed on the shirts players wore after winning the NIT title with a 78-73 victory over Clemson on Thursday night is missing the last "i" in Virginia.

WVU sports information director Shelly Poe said the NIT printed the shirts.

Calls to tournament officials were not immediately returned Friday.

The Iraq Accountability Act passed by the House and the companion bill passed in the Senate contain deadlines for withdrawing our troops from Iraq, in open defiance of the President’s repeated objections.

He threatens a veto, but he might well be bluffing. Buried deep in the legislation and intentionally obscured is a near-guarantee of success for the Bush Administration’s true objective of the war-capturing Iraq’s oil-and George Bush will not casually forego that.

It was one of the seven wonders of the ancient world, and the only one of them to remain standing today.

Yet the story of how the Great Pyramid of Giza was actually built has remained a mystery for more than four millennia - until, perhaps, now.

A French architect believes he has finally solved one of the most puzzling construction problems in history by working out how the ancient Egyptians built such a massive structure without the benefit of iron tools, pulleys or wheels.

In Paris tomorrow, Jean-Pierre Houdin will unveil the fruits of eight years' work by describing at a conference how the pyramid of the pharaoh Khufu was built from the inside out. He will propose that the Egyptians carried the building blocks up an internal ramp that formed a spiral tunnel within the structure's outer wall. These tunnels, he believes, must still exist today.

With the help of sophisticated computer software developed by the French company Dassault Systemes, M. Houdin has been able to reconstruct a three-dimensional simulation of how the great limestone and granite blocks of the pyramid were put together stone by stone.

The simulation shows the logic behind building such a pyramid from the inside out. M. Houdin even believes he has solved the mystery of the king's chamber - why it had five granite ceilings instead of one, and how these great granite blocks were lifted to such a height.

The first recorded attempt to explain how the Pyramid of Khufu was built came from Herodotus, the Greek historian, who travelled to Egypt in about 450BC. Herodotus said that thousands of slaves dragged the stones to the site, which were then lifted up from one step of the pyramid to the next by a series of machines. The trouble with this, however, is that it was written about 2,000 years after the great pyramid was built.

Mechanical engineers today believe that it was unlikely that this was done with the limited technology of the time, especially when some of the granite stones of the king's chamber weigh up to 60 tons.

Another theory is that a giant external ramp was built to take the stones to the highest points on the pyramid. But such a ramp could not have had an incline any greater than 7 or 8 per cent, which would mean it must have been a mile long to build a structure 146 metres tall.

Such a ramp would also require as much building material as the pyramid itself - an unlikely scenario.

Others suggested that the ramp may have been wound around the outside of the pyramid as it grew. But such a ramp would have been prone to collapsing without being firmly fixed to the pyramid - and there is no evidence of any fixing points remaining on the outside of the pyramid today.

An external ramp would also raise the issue of where the waste products from the building went. What happened to such immense volumes of waste material when the pyramid was finished? There is no evidence of it today.

M. Houdin's explanation is that the "spoil" has been left within the pyramid because the internal, spiral ramp built a few metres inside the outer wall was left behind and remains there to this day.

"I am an architect - in my brain I have a 3-D computer," M. Houdin explained in an interview with The Independent. "My idea is that the pyramid was two different projects. The first was to build the volume of the pyramid and the second problem was to build the king's chamber."

According to his theory, the first stage of construction used a traditional external ramp that led up to a height of 43 metres from the base. Once completed, this volume of material would account for more than 70 per cent of the pyramid's total mass.

The next stage involved building the internal ramp in the shape of a spiral. "It was like a tunnel with a covered roof, but open to the sky at the four corners of the pyramid so that the stone blocks could be turned," M. Houdin said.

He has calculated that at a gentle incline of 7 per cent, such a ramp would be about a mile long as it wound itself up to a point just short of the pyramid's summit. One-ton blocks were hauled up this ramp by teams of eight to 10 men.

M. Houdin believes that the stone blocks used to construct the external ramp were eventually "recycled" by taking them up the internal ramp to the upper parts of the pyramid above the king's chamber.

Once the bulk of the pyramid was finished, the open corners of the ramp were filled in as the pyramid was finished off, but the ramp's tunnels were left empty.

The crucial piece of evidence in support of an internal network of spiral tunnels comes from a microgravity test carried out in 1986, he said. French scientists found a peculiar anomaly - a less-dense structure in the form of a spiral within the pyramid.

"They had it in the drawer for 15 years because it could not be explained. But when we put my drawings over it, there it was," M. Houdin said. "It is strong evidence, but not proof, that the tunnels still exist inside the pyramid and that they were not filled in," he said.

As for the task of lifting the 60-ton granite blocks as high as the ceilings of the king's chamber, M. Houdin believes this was done using a system of counterweights dragged down the internal ramps as the granite blocks, which were attached by ropes on the other side, were hauled up.

He also believes that the reason for the five false ceilings above the king's chamber was to act as a weight-saving device. They prevented too much weight being brought to bear on the supporting arch above the chamber's ceilings.

M. Houdin now has to convince sceptical Egyptologists, who have been offered rival theories in the past, that his construction theory is correct.

Neal Spencer, of the British Museum, said that from what little he knows of it, M. Houdin's idea seems plausible. "It's not as outlandish as some of the theories put forward," he added. "Elements of the idea might be reasonable, but the thing is to find the archaeological evidence to support it."

And so it's almost fitting that it is in said news that masses of soldiers are typically referred to as troops. The Democrats are seeking to bring soldiers — persons — home, not troops. Mothers do not kiss their troop goodbye as he takes off for Anbar Province. One will never encounter a troop learning to use her prosthetic leg.

Using a name for soldiers that has no singular form grants us a certain cozy distance from the grievous reality of war. Meanwhile, it serves no purpose: It certainly isn't clearer than soldiers, and in fact is less clear, because one may wonder whether squadrons are meant rather than individuals.

Our national conversation about this war would be more honest if the usage of troops when one means soldiers was considered clumsy, and even rude. Our position on this war must be based on direct consideration of the fact that we are sending human beings to Iraq. After all, we do not designate the contents of a body bag as a troop.
